Background information

Swisscontact is hiring MRM Officer, for the project Modernisation for Sustainability and Decent Jobs (Modernisation Project), funded by the Swiss development and cooperation.
 
Swisscontact was established in 1959 as an independent foundation by notable figures from the worlds of commerce and science in Switzerland. It is exclusively involved in international development co-operation and has carried out its own and mandated projects since 1961. Based in Zurich, Swisscontact currently employs over 1,400 staff worldwide and manages projects in 36 countries on behalf of public and private donors.
 
The Modernisation Project aims to facilitate the provision of high-quality consultancy services to businesses, to address their bottlenecks and pain points, and contribute to enhance productivity, modernisation and green transformation. 
 

The expected outcomes of the Modernisation project are: 

Outcome 1: Businesses strategically invest to increase their productivity and improve environmental efficiency.
Outcome 2: Strong and responsive business associations engage with consultancies and businesses to enhance modernisation.

The MRM Officer will be responsible to track, evaluate and report the progress of implementation of the project activities and outcomes. 

MRM Officer

Overall objective of the MRM Officer:

The MRM Officer will support the Team Leader and the Programme leads to demonstrate the value of the Modernisation project, while enabling continuous learning and adaptation of the project, to maximise impact. The key responsibility will be to develop and implement a detailed monitoring framework that will capture the project performance, assess the impact of interventions and ensure compliance with the donor’s requirements. 

Key responsibilites:

  • Design and implement the Project MRM Plan, including MRM tools and documents to be used by the programme staff. 
  • Implements the MRM-processes according to the MRM manual and plan, including collecting and analysing data to assess the progress of the Modernisation Project towards its objectives. 
  • Coordinate with the component leads to ensure accurate data collection, data quality and timely reporting. 
  • Support the component leads in developing result chains, MRM plans and research/surveys. 
  • Providing evidence-based insights and recommendations to enhance project effectiveness.
  • Prepare regular MRM reports, as per donor requirements. 
  • Manage the risk matrix. 
  • Ensuring that lessons learned and best practices are integrated into future project planning and implementation. 
  • Update the MRM system for knowledge management and communication in developing result communication towards the public. 
  • Support the design and implementation of scoping, research and studies.

Key deliverables:

  • Review/Update the MRM manual, define the MRM methodology and instruments to be applied consistent Swisscontact general guidelines 
  • Define MRM methodology and instruments
  • Cost-benefit analysis. 
  • Develop dashboards or visual reporting tools that provide real-time data to the project management.
  • Organise learning workshops to discuss findings from monitoring data, suggest improvement and adapt project strategy and interventions accordingly. 
  • Ensure timely submission of required reports, aligned with donor-specific results frameworks or logframe, including tracking the performance of indicators and targets.

Skills and qualifications:

A. Education:

  • Bachelor's Degree (or higher) in a relevant field such as Economics, Statistics, Social Sciences, Business Administration, or other.
  • Formal training or certifications in M&E, project management, or data analysis tools (e.g., SPSS, Stata, Power BI) is a plus. 

B. Experience:

  • Min. 3 years of relevant experience in monitoring, evaluation, and results measurement within development projects or donor-funded programs.
  • Experience in designing and implementing M&E frameworks, log frames, and theory of change models.
  • Proven experience in data collection, analysis, and reporting across different methodologies (qualitative and quantitative).
  • Familiarity with SDC reporting requirements and compliance standards (DCED standard) will be considered an advantage.
  • Experience in using data analysis software (e.g., Excel, SPSS, Stata) and data visualization tools (e.g., Power BI).

C. Skills:

  • Ability to analyse large sets of data, interpret trends, and extract actionable insights.
  • Familiarity with statistical software and the ability to design surveys, evaluations, and studies.
  • Capacity to work with project teams and manage M&E activities within tight deadlines.
  • Ability to create, manage, and update M&E plans and results frameworks.
  • Strong written and verbal communication for reporting to stakeholders and presenting findings.
  • Ability to translate complex data into clear, concise reports and visual representations.
  • Thorough in tracking and verifying data, ensuring accuracy in reporting and analysis.
  • Capacity to identify issues from monitoring data and propose adaptive management strategies to improve project performance.
  • Skills in handling data visualization tools like Power BI to present M&E results in clear and actionable formats will be considered an advantage.

D. Competencies:

  • Able to adjust M&E processes in response to evolving project needs and external changes.
  • Focused on ensuring that project goals and objectives are met, tracking progress and addressing bottlenecks.
  • Strong interpersonal skills to work collaboratively with cross-functional teams, project partners, and external stakeholders.
  • Ensure the integrity and transparency of data collection, analysis, and reporting.
  • Ability to handle multiple tasks and deadlines while maintaining high standards for data quality and accuracy.​
